A

Abandoned Vehicles

If you believe that a vehicle is abandoned on public property or private property controlled by you, you can call the Police Department and a police officer will be sent to investigate. The vehicle must have been abandoned on private property for more than 30 days for the police to become involved. If the car has expired plates or no plates or is not in running condition the officer will post the vehicle with an abandoned vehicle sticker giving the owner 48 hours to bring the vehicle back to running condition. The officer will also try and contact the owner. If the vehicle is not brought back into compliance within 48 hours the vehicle will be towed and stored at a wrecker storage yard. The registered owner will then be sent a registered letter giving them 20 days to retrieve the vehicle. After 20 days if there is no response, then the vehicle is sold at public auction.

If a dog bites you call 983-2571 to file a police report. The owner of the animal will be required to quarantine the dog for 10 days, be checked to ensure that rabies certificate is current and a report will be forwarded to the Berrien County Animal Control Department. All dogs are required to have a county dog license.

The St. Joseph City Commission is composed of the mayor and four city commissioners. Elections for Commissioners are held every two years, on the odd year, on the Tuesday following the first Monday in November. The terms are staggered such that three Commissioners are eligible for election every two years. After each election, a reorganization meeting is held at which time the five commissioners elect a Mayor and Mayor Pro Tem for the next two years. The filing deadline to become a candidate for the office of City Commissioner is 4:00 p.m. the twelfth Tuesday prior to the odd-year primary election.

Dive Team

Currently there are eight members of the fire department on the City's dive team. The firefighters keep their dive gear in the station ready to go should the need arise. They perform underwater recovery and underwater rescue in the St. Joseph River and Lake Michigan.

Also available at all times for the applicable fee at the Animal Control Dog Warden's Office in Berrien Center. City Ordinance requires a permit for all rummage, garage, carport or similar sales. The permits are free. One sale is allowed for the same person or for the same location in a 12-month period. No off-premise signs are allowed, No sign shall be located in a public street, right-of-way or tree lawn. All sales must be held in a covered carport, garage or in a rear yard. Howard Family Recreation Path

John and Dede Howard Family Recreation Trail begins behind the Water Plant, at the south end of Lions Park Drive (just below the pedestrian bridge from Lake Court), and runs north to Park Street; west to Silver Beach (use the sidewalk); north along the park sidewalk to Elm Street; north and then east along the edges of Whirlpool Field; north on the south side of Vine Street; east through the Upton Arboretum along the St. Joseph River, and continues east below the Berrien County Courthouse before ending at the Bicentennial Bridge. This multi-use path allows for beautiful views of Lake Michigan and the St. Joseph River over most of its length.

The John and Dede Howard Ice Arena is a refrigerated NHL-sized (200' x 85') outdoor rink. Although open to the weather, the rink does have a roof. There is a warming building with The Center Ice Snack Bar, locker rooms, party room, and restrooms. The rink opens each year on Thanksgiving Day and closes mid-March. To register a rental property please provide the owner's name, home address, and phone number along with the address of the rental property and number of units. There is a rental registration and inspection fee. Please contact the Inspection Department for more information on this program. The RSVP administered by the Police Department allows retired senior citizens to provide services to the community, such as vacation home checks, handicap parking violations, paperwork delivery and senior citizen shut in checks. Our fifteen story building (with 107 units) is located on the St. Joseph River, with view of beautiful Lake Michigan. We are within walking distance of downtown, with convenient access to many shops, banks, doctors, churches, and restaurants. This is a low-income, Equal Housing Opportunity HUD facility fo rthe elderly (62 years of age) and the disabled. Rents are income-based. Amenitites include: all utilities paid (except telephone), on-site laundry facility, secure access to building (pass key system), on-site hairdresser, tenant association group with various activities (i.e. bingo, potlucks, exercise, trips, entertainment, etc.). An application must be obtained from our office and we maintain a sage and secure environment by completing background criminal and credit checks on all applicants. Sewer backups can be caused by a problem in the public sewer or in a property's private sewer service. If you believe a problem might be in the public sewer, call Department of Public Services and we will check the public main and possibly save you the expense of calling a plumber. Call 983-6341 from 7:30 AM to 4:00 PM Monday through Friday. Call the SJPD at 983-2571 at night, on weekends or holidays. Sewer breaks on the main public sewer line in the street are the City's responsibility.

Special pick-ups are intended for the removal of oversized items that cannot be collected with the regular rubbish collection. All special collection programs are limited to residential property; commercial or industrial property (including apartments or condominiums with more than four units in a single building) are not eligible for these programs. If you have any question as to whether the City will collect the material, please contact the Department of Public Services in advance, and ask to have a City employee assess the material.

Tax Assessments

Tax Assessor: The Assessor's Office annually appraises real and personal propety for tax purposes and maintains records relative to assessed, state equalized, and taxable values; homestead and poverty exemptions; and tax maps. They mail our assessment change notices in February and hold Boards of Review in March (for assessment appeals) and in July and December (for clerical corrections).

Tax Assessment Calendar:
December 31: All property is assessed for the following tax year based on its status on this day.
End of February: Assessor's Office mails assessment change notices to property owners identifying the dates and times of the Board of Review.
Mid-March: Beginning on the second Monday in March, Board of Review meets to hear assessment appeals and review poverty exemption claims Taxpayes can schedule an appointment to appeal in person or may appeal by mail.
Mid-July and Mid-December: Boeard of Review meets the Tuesday following the third monday in July and the Tuesday following the second Monday in December to correct clerical errors; contact the Assessor's Office for exact dates and times.

Tax Assessment Definitions:
Assessed Value/State Equalized Value: 50% of true cash value as determined by the assessor and confirmed by County/State Equalization.
Taxable Value: A taxable value is calculated by multiplying the prior year's taxable value by the Consumer Price Index (or 5%, whichever is less); in the year following a transfer of property ownership, the taxable value is the same as the state equalized value.

The 2005 St. Joseph City tax rate is 17.27 mills, which includes the debt service millage approved by our citizens in February 2002. The new millage is dedicated to repaying the debt for storm and sanitary separation throughout the City. The City has maintained a constant millage rate of 17.27 since 2002.

Two separate tab bills are mailed each year. Summer bills including city, school and portions of the county tax are mailed the last week in June and are due July 1. Summer taxes are payable through September 15 without penalty. Winter bills include the remaining portions of the county tax and are mailed the last week in November and are due December 1. Winter taxes are payable through February 14 without penalty.

For your convenience, there is a payment drop box on the west wall just inside the Broad Street entrance to City Hall. Please feel free to deposit your payment in the drop box during non-business hours.

Water bills are mailed to city residents the first week of January, April, July, and October. The city water and sewer rates continue to be among the lowest in the state.

Water/Sewer payments are due 21 days after the billing date. A 10% penalty is applied to all water and sewer amounts not paid by the due date. To avoid penalty, please allow ample time for mailing payments.
